Google Pushes EU User Consent Responsibility Onto Publishers

Placing the responsibility on the publisher regarding Adsense et al advertising will be deemed as non compliant with the EU Data Protection Policy as whatever the publisher does the cookie will have already been set on the users device by Google before user consent has been obtained. This is particularly relevant to Apps containing Adsense/Admob advertising as the law clearly states that the user must be made aware of data collection before they install the app NOT after.

Google not the individual publisher will have to come up with a notice within each advert that a cookie is about to be set so that users can opt out. Or Google should stop the use of cookies in advertising all together. Kicking out publishers who Google considers have not adopted their EU user consent policy will not prevent Google from being prosecuted by the EU.
